The Regulation on Packaging and Packaging Waste (PPWR) will enter into full force on 12 August 2026.

Core Compliance Requirements

1. EPR Registration (Extended Producer Responsibility)

All packaging placed on the EU market (including EPE inner liners, outer cartons and other packaging materials) requires sellers to complete EPR packaging registration in target EU countries, obtain registration numbers and declare & pay eco-contribution fees. Failure to register may result in product delisting from marketplaces.

2. Void Space Limitation

Effective 12 August 2026, the void volume inside e-commerce parcels shall not exceed 50% of the total package volume. Excessive EPE filler usage and oversized boxes for small items will face strict inspections.

3. Hazardous Substance Restrictions

EPE is primarily governed by the REACH Regulation. Where EPE comes into food contact or features special coatings, it must comply with restriction thresholds for PFAS (Per- and Polyfluoroalkyl Substances) and heavy metals.

4. Benefits of Recycled Certification

GRS (Global Recycled Standard)-certified recycled EPE is highly preferred by European purchasers, whereas conventional non-certified EPE fails to meet environmental access standards for high-end brands.

Recommended Actions

1. Promptly verify whether your EPE packaging suppliers can provide GRS certificates or test reports confirming PFAS-free formulation.

2. Optimize packaging design to cut down EPE consumption and satisfy the 50% void fraction cap; structural cushioning design is a viable alternative.

3. Complete EPR packaging registration in destination sales countries (e.g. Germany, France) as soon as possible to avoid sales bans after the new regulation takes effect in August.
